      <description><![CDATA[Louisiana governor, Bobby Jindal today signed legislation that makes it easier for non-violent  prisoners who are not sex offenders or repeat offenders to get out of jail.  The legislation gives district attorneys and the state attorney general more discretion over whether to prosecute some cases.  The new laws will give the probation and  parole officers more authority to quickly decide the punishment necessary for people who violate the terms of their supervision. <br />
 <br />
     The laws were part of Gov. Jindals legislative agenda and were recommended by the Louisiana Sentencing Commission.]]></description>

      <title><![CDATA[A Report Expected Soon on the Health of Dolpins in the Gulf of Mexico]]></title>

      <description><![CDATA[Researchers studying dolphins in the Gulf of Mexico and the Mississippi Sound say they are on the verge of wrapping up a two year probe. The study is being conducted to determine whether  dolphins are less healthy than normal, and if so, why.  Researchers are able to keep track of individual dolphins and their movements by closely looking at the dorsal fins. The fins change over time, but scientists say the shape and size of the d fins are just about as good  in identifying dolphins as  fingerprints are in identifying people. <br />
<br />
   A preliminary report on dolphins being tracked in Barataria Bay, Louisiana shows some dolphins were heavily oiled.  One scientist has described the dolphins as being the sickest he has ever seen.  But, so far, NOAA has not established a direct link between the health of the dolphins and the illnesses and deaths they have been tracking over the last few years.]]></description>

      <description><![CDATA[A Louisiana senate committee  has once again knocked down efforts to force drivers to put down their cell phones while driving, and use other audio transmission devices.  The House of Representatives  passed the bill 59 to 29 a couple of weeks ago.   The Senate Transportation Committee rejected the bill 2 to 1.  People opposed to legislation prohibiting hand-held cell phones, say it is no more dangerous to hold a cell phone than it is to drink coffee or eat while behind the wheel.  ]]></description>

      <description><![CDATA[A disturbing consequence of the BP oil spill is apparently showing up in the state of Minnesota.  Researchers there say they are finding that many of the birds that migrate between the Gulf Coast and Minnesota are tainted with oil that matches that from the oil spill.       <description><![CDATA[Committees of Louisiana senators today approved two bills that would change the polices for pregnant women seeking abortions.  One of the bills was proposed by Sen. Sharon Weston Broome of Baton Rogue.  It would force medical personnel to give women the option of listening to the fetal heartbeat before the abortion is performed. <br />
<br />
     A bill by Senate President John Alario of Westwego would prohibit abortions 20 weeks into pregnancies, except in cases where the pregnancy puts the mother's life is in jeopardy.  Framers of the legislation says at 20 weeks,  the fetus has developed enough to feel pain.  <br />
    <br />
     Any doctor performing an abortion beyond  20 weeks of gestation could be face up to two years in prison.<br />

      <title><![CDATA[Continued Concerns Over Asian Tiger Prawns in Gulf  Waters]]></title>

      <description><![CDATA[The Louisiana Department of Wildlife and Fisheries is once again urging shrimpers to document, with photographs if possible, any Asian tiger prawns captured in the Gulf of Mexico or its tributaries.  The shrimp are easily identifiable because they are much larger than local shrimp.  The Asian shrimp can grow up to 14 inches long and weigh as much as 23 ounces.   The prawns are dark-colored, with white bands circling their bodies.<br />
<br />
      Scientists are trying to determine whether the larger foreign shrimp can endanger the native brown and pink shrimp populations.  They say they don't have any evidence that the tigers are using the local shrimp as prey, but both the native shrimp and the tiger prawns change their diets as they get larger and the situation bears watching.<br />
<br />
     Wildlife officials say they  have received about 80 reports of Asian shrimp  in local waters since the fall season.  One fisherman says he caught 13 tiger shrimp within a three-day period.       <title><![CDATA[Ship Wreckage in Gulf May be 200-Years-Old]]></title>

      <description><![CDATA[Researchers with the National Oceanic and Atmospheric Administration and the Bureau of Ocean Energy Management are analyzing data they have collected from a vessel that sunk in the Gulf of Mexico, perhaps as long as 200 years ago. <br />
     The remnants of the vessel include its anchor, navigational instruments, glass bottles, cannons and boxes of muskets. A rare ship’s stove is also among the findings.  It is one of only a few such stoves still in existence, and the second to be found in a ship’s wreckage. The wooden hull of the vessel has deteriorated. <br />

     The primary purposes of the NASA and BOEM 56-day Gulf expedition were to provide better mapping of the waterway, to develop and test methods to measure the rate that gas rises form naturally occurring seeps on the seafloor and to investigate potential ship wrecks.    Knowledge of archeological artifacts could be a factor in determining whether certain areas can be opened to oil exploration and drilling.<br />
