Plans are underway to build the largest methanol plant in the United States along the Mississippi River in St. James Parish, Louisiana. The Texas-based company, Zeep Emissions Energy and Todd Corp of New Zealand are joining forces to build the $1.3 billion plant that will be named South Louisiana Methanol. It is expected to hire about 60 people at an average salary of $65,000 a year. Another 370 people are expected to get jobs that will be indirectly tied to the plant.

Methanol is used in the manufacture of many products including plastics, polyester fibers and fabrics, pesticides, fuel additives, pharmaceuticals and adhesives for wooden products. Gov. Bobby Jindal said "The inexpensive price and high inventories of natural gas in Louisiana—coupled with our incomparable workforce and strong business climate—helped make it clear to South Louisiana Methanol that Louisiana is the best place to invest and create jobs. St. James Parish’s location on the Mississippi River places it at the heart of Louisiana’s advanced petrochemical manufacturing sector, complete with easy access to a world-class interstate pipeline network and global shipping infrastructure. South Louisiana Methanol’s investment is the latest example of the renaissance our energy and chemical industries are experiencing today, which is creating thousands of good-paying jobs for our people.”

Just three months ago, Methanex announced it is moving its methanol operations from a plant in Chile to Geismar, Louisiana. The company is also considering moving a second plant from Chile to Louisiana.

A Marksville, Louisiana man has been arrested on charges of killing a Louisiana black bear in Avoyelles Parish in late November of last year. It took the Louisiana Department of Wildlife and Fisheries and the U.S. Fish and Wildlife Service almost three months to track down 30-year-old Derek P. Sayer. He has been booked into the Avoyelles Parish Prison.

The dead bear was spotted along an all terrain vehicle trail about 20 miles northwest of Marksville. It was believed to be about two-years-old and weighed 100 pounds. The Louisiana black bear is on the endangered species list.

If convicted, Sayer could be fined up to $950 and sentenced up to 120 days in jail. He could also be forced to pay $10,000 in restitution. That money would go to the state of Louisiana.

The first witness has taken the stand in the BP civil trial underway in New Orleans. University of California engineering professor Robert Bea testified on behalf of the businesses, individuals and families seeking money for their losses. Bea told Judge Carl Barbier and others in the courthouse that the explosion aboard the Deepwater Horizon oil rig was the result of BP's practice of trying to save every dollar possible.

Bea said BP had outlined a more stringent policy to help guarantee safety on its rigs, knowing the risk of a blowout in the Gulf of Mexico wone of its greatest concerns. But, he said the company did not exercise the policy on most of the rigs in the Gulf because the process took more time and cost more money.

Bea is a former consultant for BP and he helped investigate the Exxon Valdez spill.

Meanwhile, there are reports that the federal governments and the states involved in the oil spill are offering BP a settlement that would force the company to dole out another $16 billion.

The Gulf of Mexico Fisheries Management Council has rejected a proposal by the Louisiana Department of Wildlife and Fisheries that would have allowed the state agency to set dates for recreational fishing in Louisiana waters. LDWF says the proposal would have also allowed more accountability in avoiding over-fishing. The assistant secretary of the LDWF, Randy Pausina says recreational fishermen have exceeded their quota for five of the last six years. The only time fishermen stayed within the limit was in 2010 when fishing was drastically limited because of the BP oil spill.

Pausina says, "Overages ran from a low of 19 percent to a high of 89 percent... and exceeded 7 million pounds of red snapper which is almost twice the current recreational quota....Our proposal for regional management would have allowed Louisiana to manage its recreational fishery by closing the red snapper season when our allocation of fish was harvested. In turn, the Gulf Council would allow Louisiana recreational fishermen through the Wildlife and Fisheries Commission process to set the red snapper season dates and daily bag limits."

Visitors to Louisiana cities will not have to pay for traffic violations captured on traffic cameras if one Louisiana state representative gets his way. Rep.Paul Hollis has filed a bill that would only allow law enforcement agencies to ticket people for violations if their vehicle is registered in the vicinity where the picture is taken. Hollis says "The proliferation of these revenue-generating devices has done nothing to enhance public safety, but has only allowed local governments and third-party administrators to profit...Governments are not in existence to make money, but to provide essential services. Automated traffic enforcement is not a service; it's a tax."

Hollis says people who receive tickets in the municipalities where they live have generally voted to pay the fees. It is not fair to charge people from other areas the "taxes" when they have not approved them.
